What that "I could do it myself" mean for? Does it means someone else is manipulating The Net besides the Creators?

Throughout all this, the ones manipulating net content are a partisan clique within the EDF and the government. The net (as a creator AI artifact) is talking to Erma and is saying that it could also manipulate net content, but is has not done so.
